Cold War Veterans' Exemption Information

The Cold War Veterans' Exemption provides a property tax exemption, to a maximum of 15%, to veterans who served on active duty (exclusive of training) in the United States armed forces during the Cold War, defined as September 2, 1945 to December 26, 1991.  The law also provides an additional exemption to disabled veterans equal to one-half of their service-connected disability ratings.

The basic exemption is limited to 10 years, but there is no time limit for the disabled portion of this exemption.  In both instances, the exemption is limited to the primary residence of the veteran, and is applicable only to general municipal taxes, not to school taxes or special district levies.  The application form for the exemption is available in our office or it can be downloaded from our website.  Applications must be filed with our office by our taxable status date March 1st.

Ownership

The legal title to the property must be in the name of the veteran or the spouse of the veteran or both, or the unremarried surviving spouse of the veteran.

Eligibility

The exemption is available to veterans who served on active duty in the U.S. armed services from September 2, 1945 to December 26, 1991 and who are not receiving either the eligible funds or Alternative Veterans' Exemption.  Veterans who served during "conflict periods" between these dates should review the eligibility requirements for the Alternative Veterans' Exemption.

Information to Prove Eligibility

The veteran must also provide his or her discharge or release from the U.S. Armed Forces under honorable conditions.  Form DD-214, which you should have received upon separation from the service, contains some of the information our office needs to determine your eligibility.  Other written documentation also may help to prove eligibility, such as a copy of discharge orders, VA documentation for disability rating, etx.

Tentative Roll Date & assessment changes mailed to property owners.
Assessment Roll available for review.

TOWN OF CORNWALL NOTICE OF CONTINUATION OF PUBLIC HEARING

COMPREHENSIVE PLAN UPDATE

NOTICE IS HEREBY GIVEN that The Town of Cornwall, New York, in conjunction with its Comprehensive Plan Review Committee have developed additional recommendations to update and amend the existing Comprehensive Plan of the Town.

PLEASE TAKE FURTHER NOTICE, that pursuant to Town Law §272-A, a continuation of the previously opened public hearing will be held by the Town Board of the Town of Cornwall on Tuesday August 4, 2026 at 7:00 p.m. at Munger Cottage, 40 Munger Drive, Cornwall, New York to consider the recommendations to update and amend the Comprehensive Plan.

Any resident of the Town of Cornwall is entitled to be heard upon the proposed Comprehensive Plan update at said public hearing.  The proposed recommendations may be accessed at www.cornwallny.gov. Copies of said recommendations are also available for review at:

SUBMISSION OF QUESTIONS: The purpose of the public hearing is for the Town Board to receive public comments relevant to the draft Comprehensive Plan, and not to engage in debate.  Members of the elected body are not required to answer questions during a public hearing.  However, in the interest of continuing public engagement, should members of the public have questions that they want to submit to the Board and its consultants regarding the draft Comprehensive Plan, they may do so by submitting such questions in writing by either email to the Town Clerk at [email protected] or by delivery to Town Hall.  Any such written questions must be received by the Town Clerk no later than noon on July 24, 2026.  The Town Board and its consultants will consider answering relevant and substantive questions regarding the draft Comprehensive Plan, and the answers will be posted on the Town's website in advance of the continuation of the public hearing on August 4, 2026.

The Town of Cornwall will make every effort to assure that the hearing is accessible to persons with disabilities.  Anyone requiring special assistance and/or reasonable accommodations should contact the Town Clerk.
